That's not a complete procedure for determining the President. The Congress will pick the President in various scenarios and/or challenge a State's certification of it's vote. But I agree that the idea of the former President squatting in the White House would not decide the claim. He would not really be POTUS; if he succeeded in holding power then the US would have fallen to a coup.
